تأسست جمعية الإعاقة الحركية للكبار ” حركية ” بموجب خطاب وزارة الشؤون الإجتماعية رقم 6-72218-ش وتاريخ 20-10-1427هــ والتي تخضع لأحكام لائحة الجمعيات والمؤسسات الخيرية الصادرة بقرار مجلس الوزراء رقم 107وتاريخ 25-6-1410هــ وقواعدها التنفيذية الصادرة بقرار وزير الشؤون الاجتماعية رقم 760 وتاريخ 30-1-1412هــ والتعليمات الصادرة بمقتضاها، وسجلت بالسجل الخاص لديها برقم 367 بتاريخ 18-7-1428هــ.
